Investigation republished 27 October reconstructs livestreamed police killing of blogger covering chromium trucks
Mozambique's Ressano Garcia border corridor carries South African chrome ore — most of the world's supply — by more than a thousand trucks a day to the Port of Maputo for export, mainly to China for stainless steel. Residents and journalists who report on dust, spills and river pollution along the route face intimidation, while Mozambique's government has cracked down on dissent after disputed 2024 elections. The dynamic links a critical-minerals supply chain to press freedom and environmental risk.

Assessment and what changed · the full read, since yesterday
A 22 October Forbidden Stories investigation, republished 27 October by Daily Maverick, has put back in view the December 2024 police killing of blogger Albino Sibia while he livestreamed a protest against toxic chromium ore trucks in Ressano Garcia. The consortium recovered his final 2-minute 24-second broadcast and, using open-source video and audio, attributed the shooting to law enforcement. As of June 2026 no charges had been made public, underscoring continued impunity.

Outlook, watch list and background
- Whether Mozambican prosecutors act on the 30 Dec 2024 CDD civil complaint or MISA legal complaint
- Any response from Maputo police or national police command to the Forbidden Stories findings
- New enforcement or inspection steps by South African or Mozambican authorities on chromium/coal dumping along the Komati River corridor
- 12 Dec 2024On 12 December 2024 in Ressano Garcia, on the South Africa border, blogger Albino Sibia (Mano Shottas, 30, father and musician) was shot twice in the back by a police officer while livestreaming on Facebook police firing tear gas at homes during a protest against resumed chromite truck traffic contaminating the Komati River. A witness said the officer told him to stop filming because 'there could be no record of what was going to happen next'. His final words were broadcast live: 'I've been shot... I'm dying'. He died about four hours later while being transferred to Moamba, 48 km away. The killing is the core event the new investigation re-examines; without it the corridor's lethal risk to journalists is not understood. cpj.org ↗
- 1 Jan 2022More than 1,000 dump trucks daily carry chromium, coal or magnetite from South Africa through Ressano Garcia to the Port of Maputo (<100 km away). South Africa extracts 75% to 80% of world chrome ore; in 2022 Maputo was origin for 57% to 60% of tracked global chrome ore exports, almost 85% to China, trade valued at more than €3 billion. Chromite is processed into ferrochrome for stainless steel. Illegal dumping and spills occur near Komatipoort and the Komati River when empty trucks remove tarps for border inspection. Explains why the corridor exists, its scale and global supply-chain importance, and the pollution grievance behind the protest Sibia covered. dailymaverick.co.za ↗
- 7 Apr 2020Sibia is one of four Mozambican journalists killed or disappeared since 2020 with no accountability: Ibraimo Mbaruco (disappeared 7 April 2020), João Chamusse (found dead 14 Dec 2023), Sibia (12 Dec 2024), Arlindo Chissale (abducted 7 Jan 2025 by 5-8 men including two in police/military uniform, fate unknown). At Sibia's funeral on 14 Dec 2024 police opened fire in the cemetery, killing two and injuring journalist Pedro Júnior (wearing 'Press' vest). Whistleblowers in Komatipoort who reported dumping received death threats. South African authorities were alerted in 2023 and formally in Feb 2024 by AfriForum but took no enforcement action. Shows pattern of impunity and intimidation around both the chromium corridor and post-election dissent, not an isolated killing. forbiddenstories.org ↗
- 9 Oct 2024Killing occurred during nationwide unrest after 9 October 2024 general elections where Frelimo and Daniel Chapo were declared winners with 71%, disputed by opposition Venâncio Mondlane/PODEMOS (claiming 53% for Mondlane) and criticised by EU observers. Crackdown Oct 2024-Jan 2025 killed more than 300 (reports to ~400), with over 3,000 injured and 4,000 detained per NGO DECIDE. As of early 2025 to June 2026 no charges were made public for Sibia; police spokespeople did not respond to CPJ/Forbidden Stories. CDD filed civil complaint 30 Dec 2024 at Maputo High Court; MISA complaint heard Feb 2025 with no progress by June 2026. Provides political context for the protest and explains why accountability has stalled. forbiddenstories.org ↗

Background in 60 seconds
written 28 OctMozambique has been ruled by Frelimo since independence, with security forces closely tied to the party. After disputed 2024 elections, protests spread, including along transport corridors used to haul chromium and other ores, where communities complain about toxic dust and heavy trucks. Independent bloggers and journalists who livestream police actions have become key witnesses. When those journalists are attacked, the mechanism is intimidation and erasure of evidence: filming is stopped, and investigations stall. Families and groups like the Centre for Democracy and Development have filed court complaints, but killings and disappearances of reporters since 2020 have seen no public charges, leaving a climate where neighbourhood block leaders — local surveillance chiefs — are alleged to help identify critics.
