US authorized Russian diesel imports through April 2027 and waived pending energy-buyer sanctions Oct 16

US General License 135 (Oct 9) authorizes sale, delivery and import of Russian-origin diesel globally through April 7 2027. On Oct 16 President Trump waived Lindsey Graham Act sanctions and tariffs on major buyers of Russian energy (China, India, Turkey) and shadow-fleet/banking measures two days before they were due. As of Oct 23 the first tanker under the deal carrying 40,000 metric tons was en route to New York — about two hours of US demand — but had yet to find a buyer or port due to compliance risks. On Oct 16 EU Commission President von der Leyen said the EU is working on its 22nd sanctions package and will not lift sanctions unless Russia stops the war.

Why it matters US eased energy sanctions pressure on Russia, creating transatlantic divergence as EU pushes further sanctions and Ukraine opposes relief before leaders meet.
